The basics
What is ANPR?
ANPR stands for Automatic Number Plate Recognition. A camera captures the number plate of a vehicle approaching an entrance or exit, and recognition software reads it.
The system checks the plate against the rules set for the site, such as a list of authorised vehicles, and acts on the result: opening a barrier, alerting an operator or recording the entry for later review.
How reliably plates are read depends on the camera position, the vehicle's approach angle, the lighting and the condition of the plate, which is why each entrance is assessed before equipment is chosen.

SIRA & ANPR
ANPR for SIRA-regulated projects
ANPR is part of SIRA’s preventive-security framework, but it is not required everywhere. SIRA’s published requirements may call for plate-reading or ANPR systems for certain premises and activities, including some hospitality, retail, warehouse, parking and vehicle-access environments. The applicable requirement should be checked for the specific activity and site.
In some cases it depends on how the site is used: for certain residential complexes, for example, the requirement turns on whether the parking is used by visitors or units are let as holiday homes. Some activities’ requirements do not include ANPR at all.
Where ANPR is required, the applicable equipment and installation must meet SIRA requirements, including its Security Equipment and Devices Certification, which lists ANPR as a device category. Any monitoring or connectivity obligations should be determined according to the relevant activity and current SIRA rules, such as its technical specifications. 01What is an ANPR system?

02Is ANPR mandatory under SIRA?
Not for every project. SIRA's requirements call for approved plate-reading cameras or an approved ANPR system at vehicle entrances and exits for certain activities and premises, and in some cases depending on how the parking is used. We check the requirements that apply to your premises.
03Where is ANPR commonly used in Dubai?
Gated residential communities, building entrances, office and commercial parking, warehouses and logistics yards, industrial facilities and hotels: anywhere vehicle entry needs to be controlled or recorded.
04Can ANPR open a gate or barrier automatically?
Yes, when it is integrated with a compatible barrier or gate controller. A plate on the authorised list can open the barrier, and other plates can be refused or referred to an operator.
05Can ANPR integrate with existing access control?
Often, where the platforms are compatible. We check the existing access control system and its controllers before recommending how ANPR connects to them.
06Can an existing CCTV camera be used for ANPR?
Sometimes, but not always. Plate reading needs a suitable camera, position, angle and lighting at the lane, and where SIRA applies, SIRA-approved ANPR equipment. We assess existing cameras before deciding whether they can be used.
07Does ANPR work at night?
It can, with suitable illumination, usually infrared, and a camera suited to low light. Night-time performance depends on the lighting, the camera and the condition of the plate at the lane, which is why they are assessed during design.
08Can AMSS assess an existing parking or gate system?
Yes. We review the barrier or gate controller, access control, CCTV, network and power at the lane, and tell you what can be reused and what would need replacing.
